Different DNS replies depending on IP block

I would suggest using the right tool for the right job, if possible.

If your needs are such that you want to geographically route traffic
by issuing different DNS responses (on the Internet as opposed to some
intra-net), then the organization is likely to be sophisticated enough
to own or at least have (SWIP) their own IP block.  If that's the
case, use the right tool for the job... anycast from your zone
routers.  Google is your friend (hint:  anycast DNS).
