Hmmm...looking at the 1.3.07.09 source, the only way this can happen
appears to be if someone played around with the source code before
compiling MaraDNS.

Did you compile it yourself, or did you use a precompiled RPM?

The "inetd" variable is set to 0 and is never changed.
