[MaraDNS list] MaraDNS 1.4.07 released

Sam,
	I have been through the old emails and put together a patch to get the
changelog uptodate. I really would appreciate it if I didn;t have to do
this. I need the upstream changelog partly so I can easily see what has
changed and patly because Debian policy asks for it.
